The UIGEA was actually drafted back in 2006 and has been hanging around as a bill. It was meant to pass into law back in December 2009, but the official date was delayed for six months to give lawmakers a chance to regulate the online gambling industry. This regulation never happened, and the bill has become a law. 

Triogames Becomes Third Licensee under New Estonian Gambling Laws

William Hill joins British online gambling sites leaving France
